What the ELDR Index Is

The ELDR Index Series is the Institute's annual assessment program — producing structured, methodology-grounded institutional benchmarks that allow organizations to understand their governance posture relative to the broader institutional landscape. Each Index is produced by the relevant ELDR Institute Research Center, peer reviewed, and published with full methodology transparency.

Indexes are not surveys. They are structured assessments grounded in practitioner observation, regulatory analysis, and institutional evidence — producing benchmarks that reflect the actual state of governance maturity across defined populations, not self-reported survey responses.
